Co-Prosperity Proposal

Proposed 11/14/01 by Isk of MTC

The Co-Prosperity Sphere is an enlightened vision of open and unhindered trade between nations within the General Assembly. As the General Assembly believes in equality it is important to create laws that benefit us all. With the greater good in mind I suggest we say Aye to the Co-Prosperity Sphere.

If this law is passed: 1. All trade sanctions and restrictions on any affected member of the General Assembly will be lifted. 2. An open trade market will be created where member nations can freely exchange goods and serviced unhindered and regardless of alignment.

1) Co-Prosperity Field- It was agreed that there must be some rules on imposing embargos. Topic tabled for suggestions on what kind of rules. It will be voted on next meeting.

At the meeting, we decided to table the issue of a location for the proposed neutral trade location. If anyone wishes to propose a place, please do so in reply to this post

Rules on Imposing Embargos Proposed by Anna of DA - 12/29/01

Rules/Outline for imposing embargos

[Under "sanction", the Cambridge Encyclopedia reads "penalties imposed by one state against another to force compliance with international law or the fulfillment of treaty obligations. Retorsion is a lawful act designed to injure another state, such as the withdrawal of economic aid. Reprisals are acts ordinarily illegal." Embargoes and sanctions have been used by powerful states throughout history usually to cripple other weaker nations. Embargos can be used in place of wars and enhance a role-playing environment. ]

I suggest that if a [evil] guild wishes to enact an embargo they would need to bring it to the Shadow Conclave for a vote. The guild would have to state why, give a draft of what the embargo would in tale, what they would wish to gain from the embargo. What action, behavior they would want the guild/ community to change. Only if the Conclave votes yes can the embargo be presented to the public. This would then mean the [evil] guild would have the support of their alliances. Of course this would also require OOC agreement with the guild or town that the embargo would affect. This process would also be used if an evil guild wanted to pose an embargo on another evil guild. [I do not see happening]

Similar format would apply for a guild of the light. They would be required to present the regency and/or Chancery with a draft of the embargo. Here as well an embargo could only be enacted against the guild if OOC acceptance was given by the guild the embargo would be enacted upon and if a vote was taken by the guilds of the light as in favor of such action. Here again this would give support to the guild enacting the embargo from their alliances. Again here also this process would be used if a guild of the light wished to enact an embargo on another guild of the light.

Embargos should be in steps: [This is in no real order]

1. An arms trade embargo enacted first. No weapons would be sold to the guild/community whom would have the embargo placed. 2. Selling Embargo: No supplies sold to the guild except for perhaps food and medicines [potions] 3. Buying Embargo: The guild/alliance placing the embargo would not buy wares from the guild the embargo is enacted upon. 4. Traveling to the area under the embargo would be prohibited unless the said affected area issues traveling papers to said person or guild. 5. Sea Embargo: Ships stationed at sea to stop any shipments of sea going cargo [This might set up some sea wars]

A time frame would also be needed from both sides OOC so that it is not carried on forever also perhaps a proposal should be made and agreed upon by both guilds as to what the conclusion of the plot would be. What would be the out come of the embargo?

Example: Guild E agrees to OOC that they would never [or for a period of time] deface the shrines of the Virtues again in game. [This is just a ruff example]

Example: Guild L agrees to OOC they would not look down upon a guild that eats horses in game [again a ruff example]

Resolution

There appears to have been no further resolution on sanctions and locations.
