I think the savages are supposed to be the descendants of people who reverted to a tribal society after the upheaval in Illshenar's Sosaria
I must say it does seem as if he could be Exodus. Maybe the Shadow Lord came to Illshenar and helped the FoA free him?
I've been thinking over an alternate theory for the Master's identity though. Exodus was for all intents and purposes, a computer, and therefore would have been ruled totally by logic. This means he would have devised a very detailed fallback plan in case he lost his war with the Illshenarians. I think the Master may have been this plan. In other words, he created a "son" for lack of a better word, who could continue to fight the war in case he was defeated.
It would appear that Exodus knew that his enemies were not going to try and outright kill him and instead wanted to imprison him (the four FoA infiltrators must have tipped him off), so naturally he would have been curious about this "prison". I think that he discovered its nature and operation, and therefore began constructing a device, which could be used to free him, were the Illshenarians successful. This "device" is the above-mentioned technological dungeon.
The Master's sole purpose was to activate the machine and free his creator so that he could continue his war.
What happened though, why has he not freed Exodus yet? Well, from the BNN stories, we are told that the insiders were discovered and cast out of the facet.
The Illshenarians must have interrogated them about Exodus' plans, and therefore vastly accelerated their own; so that they could imprison him before his device was finished. It looks like this is what happened, and now the Master is merely following out his only instruction "Activate the device". He refers to "Collectors" and seems to hint at some large project which is in progress, so he is probably gathering the resources he needs to finish building the machine that Exodus didn't get a chance to.
