Regency Law Reformation

Much has been said amongst the Vassals since the news of our Governor-Regent's mission has been announced. Some have demanded that the Regent be overthrown, others have accepted the will of the Regent and still others have been passive in all decisions.

The next Grand Parliament meeting, scheduled for Sunday June 23rd, will focus on discussing the changes taking place, as well as what the Nation's next course of action should be.

So that all are ready to take an active part in this discussion, we have outlined the requested changes below:

Grand Parliament It is the desire of the Governor-Regent to give more legislative and military decision making power to the Grand Parliament. As such, the Council of Advisors have devised the following duties and responsibilities for the Grand Parliament, with the wishes of the Regent in mind.

The Grand Parliament shall be responsible for the following:

1) Promoting coordination, cooperation and mutual understanding within the Grand Parliament and between the Grand Parliament and the populace through events such as Nation festivals and other casual events hosted by Vassals.

2) Hear, discuss and decide upon all actions of the Nation's army (in other words, when any vassal needs assistance in battle, the Grand Parliament will hear the request and make a decision on who will assist, or in some cases, deny the request altogether if the reasons for battle call for such. This does not mean that you cannot fight without the Parliament's approval. It does mean that if you require assistance for a large scale battle, the Parliament must hear and approve the request.) 3) Hear, discuss and decide upon any and all new law requests. No law shall be passed within the Nation of Britannia without the Grand Parliament's approval. The Grand Parliament will meet weekly on Sundays at 9:00 pm (est) at the Regency Tower in Trammel.

Representation at the Grand Parliament will be mandatory for all Vassals of the Nation. Those who have sworn fealty have taken an oath to support the Nation of Britannia, and this includes taking part in decision making at the Grand Parliament. Government Counsel So that the Government officials of the Nation of Britannia may become better acquainted with the needs of the populace, a Government Counsel shall be convened on the last Wednesday of each month at the Regency Tower in Trammel.

Anyone from the populace of the Nation is invited to attend. Nation officials will use this time to present awards, hear oaths of fealty, announce law changes, and gather requests for assistance, law changes, etc for presenting to the Grand Parliament.

Court of Inquiry The Court of Inquiry shall be convened to investigate less serious violations of the laws of the Nation and shall be made up of a panel of seven jury delegates comprised of chosen members of the Grand Parliament, and the Court of Advisors who shall act as moderation. Court of Chivalry The Court of Chivalry is the Nations highest court. It is the only court that may recommend banishment from the Nation, degradation from any Order or the Sanction of any Vassal leaders or officers. Each session shall have nine jury delegates, made up of members of the Grand Parliament. No principal involved in the dispute may act as a jury delegate. The Court of Advisors shall act as moderation during any session. Vassalage The Nation of Britannia is made up of the Britannian Government (also known as the Regency) and loyal Vassals who have sworn an Oath of Fealty to the Nation and are recognized as an official Branch.

Branches within the Britannian Nation shall be:

New Branches: New branches (participants) shall be styled 'incipients' until they are granted official status by the Nation. Incipient branches will be evaluated for stability, growth, activity levels and compliance with requirements. Based on the evaluation, they may be recommended for official status or continued incipient status with the decision being made by the Grand Parliament.

Change of Status: To be considered for a change to a different status, the branch must meet the requirements of that status and present their request to the Seneschal, who will bring the request to the attention of the Grand Parliament. If the branch change of status is approved, a public ceremony shall be scheduled to make the change official.

Guilds and Other Entities This category is reserved for those groups, organizations and individuals who wish to be recognized as a Vassal of the Britannian Nation, but have acquired no land holdings. These groups exist in order to serve the Nation by promoting some field or endeavor for the benefit of all. No group may call itself a Vassal of the Nation unless it has been recognized as such by the Government and the Grand Parliament.

Penfeathers: Penfeathers is the Nation's official newsletter, published weekly, and includes all information important to the Vassals of the Britannian Nation.

New Offices: Many new offices have been created to support a growing and changing Nation and allow the opportunity for members of the Populace to become involved in the Britannian Government.

These titles shall include:

Incipient Liaison Provost Marshal Merchant Steward Reporters (Penfeathers) Collegium Chancellor Minister of Arts & Trade Registrar Tournament Master Emissaries Chamber Diplomats

These are but examples, and positions that need to be filled immediately. As always, if you have a specific function that you wish to see within the Government, and would like to volunteer your talents to such an area, arrangements can and will be made to accommodate your request.

Core Leadership It is the request of the Governor-Regent that the following Core Leadership be responsible for the everyday affairs and functioning of the Britannian Government. Lord Chamberlain The Lord Chamberlain is the chief diplomatic officer of the Nation and oversees all diplomatic endeavors with allies and enemies. The Lord Chamberlain is the primary contact person for all alliance requests and negotiations.

Lord Chancellor The Lord Chancellor is the chief military officer of the Nation and oversees the movements of the Nation's army. The Lord Chancellor is the primary contact person for all military matters.
