We, the citizens of The Royal Order of the Phoenix, do hereby declare ourselves a full self governing entity of Britannia. Free of other guild rules and regulation except to our own.
ARTICLE I
Section I- The ROP is a Parliamentary Monarchy government.
Section II- All citizens are bound to this constitution and laws by oath.
ARTICLE II
Section I- All citizens are free to live happy, peaceful lives. This reight shall not be enfringed.
Section ll- All citizens are bound to the laws and regulation of Britannia and ROP as fit in Feluccia and Trammel.
Section III- All citizens are entitled to the privilages of the ROP; as well as freedom of speech and religion. ROP has no demands.
Section IV- All citizens must pay taxes; and in turn be eligible for Government benefits.
ARTICLE III
Section I- Britannia is divided into 13 states. Each state has a capital as outlined by the Government.
Section II- Each state elects 1-2 representatives for Parliament.
Section III- Positions not filled or left empty in Parliament, will be filled by the reigning monarch.
Section IV- The opening of Parliament is presided over by the reigning monarch. It is here, that Parliament selects 3 candidates for Chancellor. The Monarchy selects one of the Candidates for the year.
Section V- The Chancellor will be Head of Parliament and faciliate each session.
Section VI- Parliament has the power to create laws, ministries, amendments and other privilages within these guidelines.
Section VII- Parliament members serve 1 year terms; not extended unless re-elected.
Section VIII- Parliament member's terms in office may be terminated if guilty of criminal offense or in question of major law violations.
Section IX- Shall Parliament be in deadlock or not hold session attendance as required, the monarchy may dissolve Parliament and hold re-elections if less than 3 months from first session. Over 3 months, the monarchy rules with the Chancllor until elections of next term.
ARTICLE IV
Section I- All ministries under the government shall be free to run autonomously; as long as regulations are within law guidelines and this constitution.
Section II- Each state recognised under the ROP, is free to run autonomously; so long as all laws of ROP and this constitution are not violated. A governor must be elceted to each state to administer ministries. Governor cannot be a member of Parliament. No state autonomy functions can be implemented without a governor.
Section III- Any citizens who donate all or part of their homes for the ROP government, will be eligible for compensation. Great honour is bestowed upon them. The bigger the structure, the greater the compensation.
Section IV- All citizens are required to be based out of the state their home is in. For the homeless, they must select the state they fell more comfortable with.
ARTICLE V
Section I- The Ministry of Defense is divided into 3 departments; The Royal Army, The Royal Navy and The Royal Guards of Phoenix.
Section II- All warriors are required to enter into the Defense's 3 categories.
Section III- The Minister of Defense is the Head of all 3 departments. He has absolute power over the ministries, but cannot defy the Chancellor's orders.
Section IV- Only Parliament can declare war.
Section V- All government issued weapons, armour and ships are property of the ROP. Donated items become property of the ROP government.
Article VI
Section I- Laws are passed by a vote majority. All approved bills are entered into Law Books across the nation.
Section II- Amendments are passed by a voting majority.
