This appears to be the Uulom altar, however the carvings depict that it was actually constructed under order of someone/something called "The Three".

Uulom be praised, his children bring the Uulomeix love? and power.

The three demand blood, demand nourishment, demand pain, demand devotion.

We submit this altar mixed of mud of the land, salt water of the sea and blood of the Uulomeix for the glory of the three and for Uulom.
