In the last few weeks Adin had watched over Cove's active government and noted that it was corupt. It relied on a Brute Squad to bully the citizens into submission as a means of supporting the government. Cove's people were suffering and they began to blame Blackwind for not steping in.

But Adin was honor bound not to interfere with the local government and its practices. But he had sworn a promise to protect Cove's people from harm. After watching the local brute squad work over enough citizens, Adin took action by having all active members of the brute squad arrested for assault and petty theft charges. This brought about cheers from those outside cove's government. Adin had drawn up an announcement to be posted all over Cove.

The announcement reads:

As of this 12th day of July, I, Adin of Blackwind, hearby revoke the current governing body of Cove, any rights of enforcement until the following conditions have been met:

1. The Brute squad is disbanded (all members of this squad currently held in custody will be released if this condition is met)
2. An Election takes place to elect a new leader of Cove. (Open ballot to those residing in Cove)
3. The New leader must draft up a constitution as well as design a new local government to the benefit of Cove's people.

Until such time, the current government still retains the right to rule and make law within reason. We, the Blackwind Knights, will not advocate our role in enforcement until all three conditions above have been met.
