Greetings,

Our investigations have positively identified the ship which sought to evade the Admiral's vessel last eve as the notorious "Lucky Leaf" on its return voyage from Yew to Moonglow. Its crew and captain were notable elvish smugglers who had dealings with the archons of Heartwood. The contraband was, of course, the crate of Elador wine which they sought to get past our custom's officers to take to Moonglow for sale.

This incident is yet another example of elvish improprieties in which they flout our laws, seeking to evade import and export fees, along with the docking fees. Altogether, their criminalities have cost us well over two million in gold over the course of eight months.

While we regret that there was loss of life (at least it was not human nor Yewian) we support your decision to bring this matter to a successful conclusion.

Please give the Admiral our sincere thanks. Sorry the ship could not be brought back for salvage.
