The actual stone itself is in the possession of Sunwolf, and is located in his tower east of the Shrine of Justice in Felucca. I believe there is a rune to it on the third floor of the Atlantic Mage Tower memorial, in a runebook on a desk.

Since I am unsure of when you last left the game, just a small note that guildstone functionality has been replaced by the guild menu accessed via the paperdoll, and they are purely for ornamental purpose now.
