Well, I'd like to think Britain functions like any world-city would.

It is a metropolis with a good deal of odd and interesting characters from every corner of the globe, it is not a police state. So unless a being or group of beings was obviously rabble rousing I think between dock-yards, taverns, the bank, the sewers and all the nooks and crannies most groups allied, loyalist, evil, criminal ect... could go on mostly unnoticed until they did something that would draw public attention. Wink
