I know that the cap is 45. Let's say I exceed that cap. Right now, Im at 89 DCI. Does that mean if i get hit with HLD I will still be above the cap? That is my understanding, just want to run that past those that might know.

HLD lowers your TOTAL defense by 25.

If you have 100 DCI, it goes down to 75. Still above the cap. So you are good.
