Matriarchs,
As I'm sure word of my decree has reached you, I wish you to know I've enacted a forty-eight hour grace period by which any and all lycans in Protectorate protected territories may either turn themselves over to any healer guilds for immediate treatment or examination -or- without fear of pursuit and persecution relocate to Umbra.
The Britannian Protectorate will not pursue any lycans over the lines of your borders who are not wanted criminals guilty of a grave matter, and even then rest assured you will be notified.

Lord Garnier,
Let me assure you that rogue wolf people that randomly bite unrestrained are just as upsetting to myself a Lycan, as they are to any Virtuous noble. It is sad to be generalized with unrestrained wolf people.
As a precaution, I welcome all Lycans that wish to live within the laws of Umbra, one of them being to never bite another who is not consenting of receiving this gift.
Though you really should be careful, not all warriors know what you mean and your offering a reward digs up many unsavory types that would gladly invade any lands and drag good and innocent people from their homes under the premise of being *Lycans*. I feel it would be much wiser to investigate random bitings as criminal acts of any sort and bring those who do such to justice as with any criminal.
They have a gift they are misusing and should brought into line.
As for the biting in Sanctus perhaps it would be wise for them to teach their children the difference between a wolf and a puppy, and furthermore see that their children obey the commands of their elders so they are not put in such dangerous situations. They refused to heed my advice on being cured, therefore they will have to go along their own road.
