Baron Thrax sent the following document to every Loyalist Councilor and to the Regent:

"Noble Regent, Lords and Ladies, Loyalists all,

Greetings!

I have concluded tours of both Minoc and Vesper, Felucca and am reporting my findings.

The trip was prompted by charges of criminal and lawless behavior on the part of the Dark Order, based in Cove, which has taken control of the two towns. Lord Tarothin Armunn, an officer in their military, kindly granted me permission, upon my request by letter, to do this.

Minoc - I saw no evidence of misdeeds, nor did I hear any citizen voice disapproval. Those I saw and talked to were very supportive of the current administration. In the town, there was a calm orderliness that reminded me of my early days as Archon of Papua, which also had been awash with corruption and mindless violence aforetime. Tarothin informed me that, due to their compassion for those who had fought them, they had allowed them to live and work, but those very people had fomented rebellion and committed acts of sabotage to the mines. Thus while he admitted that countermeasures, in the form of strict laws, might seem harsh by some standards, they nevertheless had been effective in quelling the violence. The citizens moved about freely. Many seemed cheerful and greeted me warmly. Businesses prospered and the economy thrived.

Vesper - The town was much the same though taxation had bit a little deeper into the pocketbooks of some. Most of those, I was told, were merchants who had grown fat off overpriced wares, bribery, extortion, and whose depradations were now greatly curtailed, much to their dismay.

On the whole, Vesper seemed orderly and normal. There were few who did not smile back at me, or salute as I passed. One merchant, upon seeing me and evidently knowing who I am, saluted "Hail to the Regency!" in the presence of Lord Tarothin who did not restrain him. I thus concluded that at least some freedom of speech is permitted.

Lord Regent and members of the Council, you may draw your own conclusions and take your own tours, but I have concluded by eyewitness observation that the Dark Order (which I see as a self-deprecating title of jest they have assumed due to the the outrageous charges and lies of their opponents) has been the object of an unwarranted campaign of slander and lies by those whose interests in the area conflict with theirs, areas which have been far too long neglected and anarchic.

It is my view that the Order does bring order and stability wherever it takes its banner and poses no threat or danger at all to the lands of Regency Loyalists which are and remain well-governed.

I affirm these findings by this document and my official seal thereupon.
