The extraordinarily large raven flew in high circles above the town of Dark Cove, sensing danger to itself if it got too close for too long. Finding a suitable target for its delivery, it dove in, swooping low enough to release the sealed brass cannister it carried onto the ground, before quickly gaining height to return to its master.

The letter tube was clearly marked as official correspondence from Baron Thrax to Tarothin Armun, and it contained the following message:

"Lord Tarothin,

I bid you greetings. I am Baron Thraxanduril of Yew, Felucca, which I call home. I serve as the Minister of Foreign Affairs of the Regency.

I have heard rumors about your organization and the annexations of both Minoc and Vesper, Felucca. These rumors tend to paint a most unflattering picture of your government and its activities. The source of the information is from members of the United Alliance, at least some of whom have now become members of the Britannian Protectorate, and, frankly, I must regard what they tell me as hearsay until I learn more.

I ask your permission to take a brief tour of those towns to see things for myself and to report accurately to the Regency Council. If you are willing to do this, please correspond as to when and where we can meet.

I assure you that I will draw no conclusions, nor report any, save those I witness myself. There is far too much ill-will circulating for me to place any credence in hitherto unfounded charges of criminality on the part of the Dark Order.

In any event, I thank you for your consideration of my most humble request.

Tarothin smiled as he read the letter before writing his reply.

Thraxanduril,

This request was quite peculiar but one that I would allow because you mentioned that you were from Yew, Felucca. I will personnally show you around for there are some things that I would like to ask or speak about in return.

When entering our territory bring this parchment with you so as to show that you have permission to enter should a soldier stop you.
