Preamble -
We, the members of the Tribunal of Entropy, each representative acting in its sovereign and independent character and with the aim of forming a permanent governing body, establish justice, and secure the blessings of Oblivion and Entropy to our posterity and ourselves. To accomplish this we invoke the favor and guidance of unholy guiding Darkness to ordain and establish these Articles.
Article I - Section 1:
All legislative powers of Caina are hereby delegated to the Tribunal of Entropy, which with all the power invested in it by its members work to accomplish their goals and aims.
Section 2 -
The Tribunal of Entropy shall be composed of members and appointees from the Tribunal and the Shadow Conclave.
Section 2.1 :
The Tribunal is made of two types of Councils; the first is the Permanent council, which shall consist of the appointed positions to the Tribunal, the second is the Standing council, which consists of the selected representatives from the Shadow Conclave. Section 2.2:
The members of the Permanent council are appointed by the Mayor of Caina and can only be removed from the Tribunal by the Mayor. Representatives for the Permanent council shall consist of the Emissary, General of the Militia, Magistrate, and Master of Ceremonies, and Vice-Mayor. These positions are able to both vote and propose legislation.
Section 2.3
Members of Standing council are appointed as representatives from their respective guilds of the Shadow Conclave. Each member of the Shadow Conclave may send up to two representatives to the Tribunal however the Conclave members who lack in sending members to the Tribunal without prior written warning to the Mayor are in jeopardy of loosing their representation. Representatives for the Standing council may make submissions for legislation and law for the City of Caina; they are not however able to vote on law because they represent their guild's interest within the City and must sway the members of the Permanent council to their side.
Section 2.4
Laws and resolutions passed by the Tribunal have no limit as to their scope and aim as that the members of the Shadow Conclave gave rule of the City to the Tribunal of Entropy. Laws proposed by the Tribunal must be put into written form to be submitted to the members of the Tribunal into the Town Hall's records. It is then that a vote is brought before the Permanent council as to yea or nay. If a majority consensus is reached within the Permanent council the legislation moves to the Mayor for final say; if the Mayor rejects the legislation there is no recourse as that he is the Voice of the Shadow Conclave within Caina.
Article 2
Section 1
The executive power shall be vested in the Mayor of Caina. He and the Vice-Mayor shall hold their offices for the term of six months or until the Tribunal passes a resolution finding them incompetent at which time a majority vote of the Permanent council will render them out office. The Mayor and Vice Mayor shall be elected as follows:
Section 2
Each member of the Conclave has the opportunity to appoint a candidate to the office of Mayor. After Candidates are announced a secret ballot is taken of both the Permanent and Standing councils, including the current Mayor, the candidate with the most votes is Mayor.
Section 3
The Mayor is able to propose legislation before the Tribunal under the same rules that applies to the two councils. The Mayor due to his position's nature and the need for emergency action is able to issue Mayoral Edicts. These Edicts have the word of law with no limit to the scope or aim of the Edict; a written copy is then submitted into the Town Hall's record.
