Shogun William set up a council among the citizens, to talk about changes or improvements Zento needs. It is set up to talk about laws they may want or change, also get together and converse their problems with each other.

Wiliam is also thinking about getting the clans around Zento and making a council for them, so they can get their opinions out there.
