To my fellow Loyalist,

First I would like to say that I hope you will continue your presense in the Regency and help us all rebuild it for a bright future. Your wisdom and council will benifit us all as we continue to do our duty to the people and the land.

To the matter at hand. As you know we set out on a scouting mission last eve to Umbra, to determine the situation there. After the mission those present, Tai Kwan Leap and two of his troops, Lia, Leshok of the Legion, Mia and myself, all agreed on the findings I send to you now.
We first went to Charnel Hill. The temple is indeed in ruins from fires and psyical detruction. It is there that we met up with Sadrien and another fellow who remained quiet. He seemed rather familiar to me, but I kept the knowledge to myself.
We entered the city and spoke with a few of the citizens. One child was starving, afraid to eat the food there. Her parents died in a fire outside the city. An old man was injured and was taken to the hospital. There we met a few other citizens, most injured and afraid. We started to head out when another town member spoke with us. He spoke the same as the others, about the fires and such, when this fog approached. Something with a slightly human form broke from it and latched onto the man. It appeared to coverge with him, the broke free and then there was two of the dark human looking mist forms. They melded into the fog moments later. I must note that Sadrien reacted to this, pulling an odd dagger on the mist creatures. He did state that this happens often, that its the Well of Souls, released somehow. After the chilling incident we headed up to another section, above the fog. I informed Sadrien that we had seen all we needed to see and traveled back to Serpents Hold.

It is our conclusion, after speaking with the people and hearing information given to us by Leshok before we left, that the Ebon Skull was most likely responsible for the fires and destruction of the town. It is our feeling that they in fact dressed up, or perhaps used magic, to disguise themselves to look like palidins. The Well of Souls that creeps about the town in a fog could be the result of the ritual performed by the Paladins, or less likely, released by the Ebon Skull themselves.
Now, we do not have any hard proof about any of these findings, only what we know of the Ebon Skull and thier ways. The only facts we did come back with is that the citizens, innocents in all of this, are in some need. It will be the Council's decision that decides what sort of help we give.

One final note. I do not plan to point fingers at the Ebon Skull in public. Let them think that they have us fooled. Let us, at next meeting, focus on the citizens themselves, not who is to blame for the fires and destruction.
