Rowan stared at her recent minion, who was staring in confusion at her. "Just write the words down," she stated, and the little pixie stared at the quill in confusion

"How?" the little thing asked, as she wrote... Ne...

"No, no!" Rowan asserted, and then frowned. "You have to start with Hear ye, hear ye, and don't forget it's a proclamation. Also, my name."

The little tiny pixie nodded. Getting her quill, she wrote out onto the paper, her words a strange conglomeration of formality. Slowly, she finished, and let Rowan sign her own name. Then with a little twinkle, she ran out, ready to let the forest beyond make multiple copies to post anywhere they can randomly think.

To the people of Sanctus!

Hear ye, hear ye,

The queen of Sanctus, the beloved and ever treasured Rowan ab'Arawn, has claimed that this day forward, the crime of performing a necromantic action will henceforth be non punishable and deemed legal within the city and outskirts within.

None shall harm the queen or the royal family under penalty of death due to treason. Any and all who threaten or harm said family shall be brought forth to a court of law and be held before a court where they will be tried.
