A brass cylinder, inscribed with the seal of the Lord Regent of Yew, arrives via courier to the residence of Presidium members. The letter within is from Thraxas and reads as follows:

Greetings friend,

I thank you for the opportunity to serve as Director of the Union for the next three months. I wish you to know that I shall make myself available to you for any discussion of ideas concerning needs of the Union, trade agreements, appointments, and its general defense. In fact, I solicit such things from you.

I want to apprise you of something to consider as a permanent feature of the Union between now and the time of our next gathering. As you may know, per our last meeting, I commissioned Lord Dealthagar to serve as an ambassador to the drow of Bucaneer's Den. He volunteered for the assignment and is undertaking it even now. Apart from that, I wish to make two immediate cabinet, or staff, appointments, and confirm an existing one.

In view of a threat against us by drow, who seem to consistently take an ill disposition toward us, I want to officially establish, as long as need warrants, two separate military forces, both solely defensive in nature. The first will be an elite guard led by Lord Tai Kwan Leap and his formidable City Watch. I will confer upon him the title of Commander of the Watch, or its equivalent. His task will be the protection of our persons at meetings and times when we must fulfill public or civic duties. He will be answerable to the Director and the Presidium should they meet to discuss their actions or formulate courses of action for them to take. He will be paid a stipend by me from my own reserves, or, if preferred, by a collection of members, or from the Union coffers itself. The amount of that can be discussed at our next meeting. As this goes to Lord Tai, I appeal to him to consider this and inform me of a decision to accept or not, and the nature of the stipend. Lord Tai will see to the training of any who wish to serve in that elite cadre of warriors who are not of those who already serve him.

The second proposal is that we establish, as Admiral Corazen has suggested not long ago, a strong force of Marines who can man our ships and protect our goods in transit, as well as act aggressively, as he sees fit, against pirates. This will be an all volunteer force, and may include members of the Watch if they are not on duty elsewhere, and as Lord Tai (or whomever is Commander) sees fit. Each member of this unit will be supplied by the city-states from whom they hail, if at all possible. I am keen to utilize the talents of Lord Dealthagar to this end, if he is willing, and if the Presidium agrees.

The third proposal is that we confirm the renewal of Lord Corazen as Admiral.

If there is any dissent or opposing argument for any of this, I humbly request that you send a personal message to me, or, if you prefer, make an appointment to meet with me for private discussions.

Once these items are in place, we may once more concentrate all our energies toward the trade routes and contracts for which we have created this Union, which have served us well in the past, and enriched our lands and ourselves.

May our communications, activities, and flow of ideas be to the betterment of us all.
