On Punishment, Sentencing & Executions

The Ancients of the Ebon Council and Provincial Overseers are charged with the upholding of these legal articles, in them is vested the power of sentencing.

Trials, sentencing, punishment and execution may be initiated and carried out by the Ancient of the Ebon Skull or the Provincial Overseer immediately upon capture and detention of the offender with the Ancient or Provincial Overseer acting in the place of magistrate, jury and if required executioner.

The Lich Lord retains the right to overturn, change, modify, remove or create any sentences, punishments and articles of law.

Articles of Supremacy

I.

The Order of the Ebon Skull & it’s master, the Lich Lord, hold absolute and final authority within the city of Umbra and the greater Umbran Empire.

II.

The Ebon Council of the Order of the Ebon Skull super-cedes in authority all other entities and appointees within the Empire unless specified otherwise by the Lich Lord.

III.

Only those nobles and beings of station declared by the Order of the Ebon Skull or recognized as allies to the Umbran Empire shall receive official recognition of their noble or royal stations within the borders of the Umbran Empire. All other posts of royal or noble responsibility or station are considered invalid within the borders of the Umbran Empire.

IV.

The Umbran Empire retains the authority to annex or occupy any bordering land, by nature or by moongate for the benefit of the Empire at the will of the Order of the Ebon Skull.

V.

With exception to those carrying special permissions from the Order of the Ebon Skull, no diplomatic immunity is extended to any enemy-parties entering the borders of the Umbran Empire, regardless of circumstance.

VI.

The Lich Lord alone can create, disavow & install new Nobility & Ebon Council Members, as well as provincial Overseers.

VII.

All members of station within the Order of the Ebon Skull shall, at their insistence, be addressed by their proper titles & not informally.

Articles of Credo


I.

The Clergy of Oblivion, The Temple in Morn Cirith and the ritualized Necromancy of the Order of the Ebon Skull take precedence as the only Imperial Philosophy & Practice.

II.

The worship of deities are permitted within Umbra and the Umbran Empire with the permission of the Clergy of Oblivion and the Temple in Morn Cirith.

III.

No temple, shrine or place of worship to a foreign deity may exist within The Umbran Empire without consent of The Clergy of Oblivion.

IV.

No graven images of the Virtues or the Matriarchy of Umbra are permitted within the Umbran Empire.

V.

The worship of Lloth is tolerated, but no Llothian may ascend to any sort of public office or noble station.

VI.

All religions given the right to freely and openly practice within Umbra and the Umbran Empire must donate one-third of all revenue to the Lich Lord’s treasury.

Articles of Praxis


I.

The practice of those arts deemed “of the virtues” is banned.

II.

The paring of members of the Order or Umbran Nobility without the consent of the Lich Lord is prohibited.

III.

Any member of the Order or Umbran Noble accepting by force or by choice the gifts of lycanthropy or vampirism without consent of the Ebon Council is guilty of treason, the sire or “parent” of the created is guilty of crimes against the Empire.

IV.

It is forbidden to teach the sacred tongue of Stygian or the circles of The Order’s Necromancy to outsiders without consent of the Scholomance.

Articles of Domain

I.

Any foreign power operating within the borders of the Empire or making use of natural resources present within the borders of the Empire without the consent of the Ebon Council is prohibited.

II.

The use of the Empire’s public moongates by enemies of the Empire is prohibited.

III.

The Lich Lord, by right of rulership, may claim any piece of property or good(s) within the Empire as property of the Order of the Ebon Skull should the Lich Lord desire to do so.

Articles of the Forsaken

I.

Lupine(wolf) Lycanthropes are required to wear a white cloak when within Imperial territories.

II.

Elves-Proper (of Asher’Heron or Heartwood descent) are required to wear a green cloak when within Imperial territories.

III.

Native Lunans are required to wear a blue-cloak when within imperial territories.

IV.

Unless met by a guard and escorted to their destination, citizens and representatives of the Kingdom of Sanctus, the Guardians of Stonegate, the Luna Court of Light & the Empire of Tokuno are to be arrested if identified within Imperial territories.

Articles on the Kindred


I.

All children of Zemyaza, the Kindred of holy blood, are to be considered full and respected citizens of Umbra. Those of Kindred blood are to be made welcome, if such occasion rises they reveal their presence to a member of the populance for some purpose.

II.

If such should come to pass that you are made aware of Kindred who have come to Umbra, wishing to take refuge or claim residence, you are to direct them to the Del'Roh. Until such advice is acted upon, you are obliged to give assistance as required to the Kindred in question.

Negligence towards the needs and requirements of the seeking Kindred is vile contempt and disrespect.

The offender shall be subject to scourging in public inside the city of Umbra.

III.

Anyone with knowledge of the identity and nature of a Kindred is beholden to keep their tongue silent regarding the matter. It is not for you to spread such knowledge, or to pursue it, for any reason.

The only time such things are to be discussed is when the matter is brought up by Kindred representatives.

Failure to keep this silence, the spreading of knowledge to the enemies of Umbra, the Order and the Kindred, and to those who are not meant to know, is judged to be treachery.


The traitor forefits their claim to freedom and their will and shall be claimed by the Kindred.

IV.

One should not covet that which is not theirs to take. The possession of Kindred vitae by those not of the blood themselves, servants to one who is, or those especially authorised is forbidden.

The thief shall be exsanguinated.

V.

A hand raised against one Kindred by those not of the blood is a hand raised against all Kindred.
Any injury or loss shall be, in turn, visited upon the aggressor sevenfold.

VI.

The destruction of one of the blood is an unthinkable abomination. Whether by action or inaction, you shall not be party to such crime and must immediately report to the Del'Roh upon witnessing another commit it. To neglect this duty is to declare oneself a traitor.


The murderer shall be tortured until death, the murderer's family shall also be tortured until death, and so shall those of their lineage, stretching back three generations.
