For crimes against the laws of the Masquerade declared by the Tal'Mahe'Ra and the Ventrue Clan of Caina, as well as an assault on those persons either of the Umbran Dominion or Under it's protection, the renegade Vampire known as Kelly Darkhaven is named an enemy of the Lich Lord and all Umbran people. Having also exposed the Kindred line who in full obedience to their nature and the conditions of their creation remain loyal to the Ebon Skull to public scorn and hostility the following conditions are applied:

I. People of the Umbran dominion should actively seek to do her harm when they are able.

II. He dominion, her holdings and her authority is by order of the Lich Lord without consequence.

III. Any who give her aid, or shelter by doing so declare themselves an enemy of the Lich Lord.

IV. Her and any children she has or may yet sire, not being of sacred Sosario-Cainan origin, are hence forth to be regarded as caitiff and to be regarded with contempt by all Kindred of proper lineage.

V. Any Vampires giving to her free and friendly association will be seen in violation of the sacred precepts of the Tal'Mahe'Ra, of which the Ebon Skull has always been and will forever be steward of and faces a similar fate.

VI. Constant, irrevocable and active war is declared against her and her people until the Lich Lord states otherwise.

Seeing the decree, Dealthagar smiled. Immediately, he had it transcribed onto large placards and placed at the signposts recently installed at both gates of Umbra and at the Moongate. He smiled. "Perhaps it is time to see how far our reach extends."

At his command, a scribe quickly made twenty copies of the decree. Rather than bothering with magical means, Dealthagar handed the stack to Sularis. "Find a young boy. Give him half a sack of gold and have him post these around the realm, using the moongates to navigate the cites. Once he returns, give him the other sack. Better to use tha carrot, rather than the stick in this case."

Sularis nodded, and the missives quickly found themselves posted at banks and city notice boards around the realm.
