According to UO.com:

Age was removed from using the Retouching Tool as of 11/20/09.

So...

Claimed one today on an account old enough to do so. Gave it to a 6+ year old account, and keep getting messages that it can't be used.

Any idea what's up?

You can turn ethereal mounts into 'regular' looking ones with them, and also make Chargers ethereal. Pretty nifty.
