If I understand how this works, a human should be able to eventually cast a spell that has 20 as the minimum skill.
For instance Tai is a human (as much as an asian is) and can cast six spellweaving spells without any skill.
Theoretically, I should be able to cast wraith form if I have the regs ... eventually. I cannot cast it even using a scroll.

weird i had this problem the other day. spellweaving spells have a min skill of 0.
magery scrolls give you a bonus change to cast higher level spells. necromancy scrolls/spells do not.
so with a min skill 20 spell and human 20 necromancy. you have like a .1 chance of casting. _________________
