Governor Regent,

As a sanctioned, foreign state authority representing the government of Umbra, I do hereby request formal floor time at the next Protectorate meeting to address those assembled regarding the mounting tension and seemingly unavoidable collision course on which we find ourselves.

I assure you I will conduct myself appropriately and display all due respect that a storied and honorable entity such as the Protectorate, as well as all its members, deserves. I request I be allotted approximately 15 minutes to speak. I leave it at your discretion if you would like to budget time to respond to my statements while I am present and able to engage in discussion or if you would merely prefer that I leave after my conclusion.
