As dusk drew near, the ever faint sun of Southern Malas danced on the horizon and played over the tree tops. An announcement had gone out the hour prior to inform the citizens of Umbra that a governmental representative was going to speak to them. When the time drew near, several men came out onto a balcony of the governmental building of varying rank and local importance. Finally, a middle-aged man stepped out from between them. He stood just shy of six feet tall and was wearing muted, charcoal colored pants and vest, with a deep red shirt underneath. His head was either totally bald or kept shaven and he has soft, tempered facial features. He exudes the charisma of your typical politician enhanced by wisdom his age has granted him. The man shuffles some papers in his hands and clears his throat to speak as the attendees organize themselves into silence.

Peoples, Citizens of Umbra and Tourists, hear the call of your City! It is with great pleasure that I stand before you, citizens and patrons, with the honor of delivering such wondrous and momentous news! Sometimes, in order for a people to look forward they must look to the past for guidance. Our diligent team of archivists has discovered the original Malas Initiative as penned by our former Ministry leaders, Bailos Myrdra, Nathan Ap Waels and Darrien Church. We are proud to say such a brilliant and timeless document will be preserved for generations to come view and pay respect for the toils of our forefathers.

It is with with great excitement that myself and the other Councilmen read the document and lavish words. It gave us great insight into a simpler time. A time of budding prosperity and new hope for a desperate people and in its way, this piece of history genuinely inspired each and every one of us. Closely working with the Matriarch and her trusted cabinet of advisers, we have voted and agreed to re-create the position of Minister of Umbra to lead us forward into a new age! An age of reason, scientific brilliance, passion for the arts, enlightened philosophy, economic growth and realization of our manifest destiny! We, The Ministry of Umbra, do present to you, the people, our citizens, our lifeblood, a new and modified plan to better fit the needs and desires of an ever changing Umbra.

We live only to serve the wishes of our great city's people. For a better Malas! For a better Umbra!

With his speech at an end, the crowds that had gathered began looking each other over for mixed reactions and seeing none, broke out into reserved applause that grew into a wild, torrent of passion for the dedication of their government! Enthused guards began making rounds, pinning copies of The New Malas Initiative to doors and walls and handing out copies.
