It is with my deepest regrets to send this letter informing you that the Giovanni Council has declined to pay any taxes. They have paid in full for this open plot of land and all the Liquor that is served in it is bought from umbra itself. Umbra is already making a heavey sum for the liquor we buy comes from umbra only which puts money into your hands already. The Giovanni feel that this would be double dipping and decline to pay any such yearly tax for owning a propertie in an area that was previously unclaimed.
If there are any questions i am sure we can meet and discuss this further. You also may contact any of the Giovanni council whom you may reach in Serpents Hold.

To Nomack Giovanni and the Giovanni Council c/o Serpent's Hold,
It is with my deepest regrets that I am writing you to inform you of inconsistencies in your claim. On line 2 of your previous letter, you state that the land on which you now operate was indeed purchased. On line 5, you state that it was previously unclaimed. I ask you now, if it was previously unclaimed, who did you purchase the land from?
I have no record of any such sale in my office. The land in question needs to be registered as a business. Should you happen to locate a record of sale for this parcel of land, I will be more than happy to forgo the registering process, obviously.
Furthermore, the laws of Umbra are not decided by Serpent's Hold or the Giovanni clan, therefore any decisions made by the previous are inconsequential within the counties of Umbra.
I appreciate that you have taken the time to contact me with your issues, however, the laws of Umbra are non-debatable. If you have any further issues with the laws of Umbra, I will be happy to re-direct you to the Patriarch, Myrddin ab'Arawn.
I look forward to receipt of a sales receipt.
