Lord Armunn,

While in Moonglow's fine establishment this evening, a man, calling himself Leviathan, claims to have stolen 1,000 ingots from Minoc. He claimed that Minoc is full of "uneducated" people, and that they were easy to steal from.

After checking in with the Minoc Miners League spokesperson, he confirms that their inventory was short exactly 1,104 ingots. Taking in paperwork and human error, 104 ingots would be roughly par what they would be missing. Factoring in the extra 1,000 raises eyebrows.

I have taken the liberty of informing all Minoc citizens that they can purchase a permit through the town office, costing a measly fifty gold. This permit will show that they have permission to park their boats on the coast of Minoc.

All boats without a permit by the end of this week will be burned.

All Minoc citizens that cannot afford the fifty gold, I will gladly pay for them. That will be addressed in six days.

Vaen,

You have done well once again. I would also write up a discription of this Leviathan character to be immediately arrested on sight to be held for public execution should he ever be seen near Minoc again.

We can then have scribes make a few copies for the rest of the Empire so as for them to know a known theif that has insulted our people in more then one way.
