To One Lord Bailos,
I have, of late, been a visitor to your city of Umbra. Until recently, I had enjoyed a room in the Wailing Banshee Inn. Finding the city to my liking, I decided to invest in a parcel of land and become a citizen. It would be most appreciated if you could direct me to local officials or whomever is in charge of estates and permits to build. I am having a dwelling constructed upon this plot of land. Also, what steps are required to become a citizen, i.e. paperwork, birth documents, things of that nature?

Eve Breckenridge,
First, let me welcome you to Umbra and Southern Malas. I hope you will find a great many years of prosperity and peace here amongst friends. To answer your questions however, there is a largely painless process we would like you to follow.
Once you have secured your purchase of a parcel of land, please bring your property deed to the Register of Deeds office, located in city hall. They will notorize it for you and register you with an address and a parcel number [a 9 digit code].
After you visit the Register, please go down the hall to the Clerk of Court who will need to see that notorized deed and that parcel number before he grants you your request for an official citizens card.
That would complete the immediate part of registration. He will send some paperwork home with you. Anytime within the next few weeks, please fill out the paperwork and return it to the Clerk of Courts office in city hall. Your papers may be mailed.
No later than six weeks after you visit the Clerks office, provided you have returned your paperwork in a timely manner, you will be granted official citizenship on a trial period. Once you have filed your first property tax with us, your probationary status will be revoked and replaced with permanent citizenship.
