To the Lord's and Ladies of the Court of the Court of Light;
The council of the Town Papua; make a formal request for the transfer of the drow named Dharzhal; whom is being kept as a prisioner by the Court.
He has been formally charged in Papua, by the town council with the following charges. Since his crimes were against the town of Papua; the citizens should have the oppertunity to hold trial of the accused. Remeber these are poor citizens; trying to make a living in a swamp. Most could not afford travel expence to see justice done.

Charge 1: Murder and attempted Murder
Dharzhal; did knowingly poison the water supply of Papua. Causing at least 15 deaths of elder and children; Causing the population of Papua to fall sick and almost die.

Charge 2: Extortion
Dharzhal by poisoning the water; tried to gain financially with the antidote.

Charge 3: Treason.
When the town council would would not give into his demands for payment of the antidote; He rose against the town council.

Charge 4: Theft
Upon finding out of the poisoning; the alchemists were working on the antidote; Dharzhal stole the research notes before fleeing.

Charge 5: Vandalism
destroying the alchemist lab

Charge 6: Slander
Accusing Lord Thrax and Lady Alicia of the Crimes committed by Dharzhal
