Dear Sirs and Ladies,
As we discussed, here is the initial treaty draft. I await your comments and input so that we may forge an alliance that is acceptable and beneficial to both of us, and to our fair City of Vesper.

DRAFT TREATY FOR THE CREATION OF THE VESPER COUNCIL
In order to promote peace, prosperity and trade in the City of Vesper on the Trammel facet, and to provide for the City’s common defense, the Knights of Sosaria (KOS) and the Guardians of Vesper (G|V) do hereby form the Vesper Council. The Vesper Council shall have the following provisions:
i) Membership:
a. Member guilds must be of good, virtuous character and must be based in the Vesper area.
b. Member guilds must support racial tolerance within the City, judging individuals by their deeds and not by their race.
c. New member guilds may be added to the Council upon a simple majority vote of the existing members.
d. If, in the unanimous determination of the other Council members, a member guild no longer meets the membership criteria, that guild shall be removed from the Council. When there are only two member guilds on the Council, invoking this provision would result in the dissolution of the Council.
ii) Rights of the Members:
a. The Council is a group of equals; each member guild retains their own sovereignty.
b. Each member guild retains the right to make independent alliances outside the boundaries of Vesper, so long as they do not directly affect the control and administration of Vesper.
c. Members shall make no alliances which directly affect the control and administration of Vesper without involvement and approval of the Vesper Council.
iii) Duties of the Council:
a. Member guilds shall have joint responsibility for administering the City through the Council.
b. The Council shall endeavor to promote peace, prosperity and trade in Vesper by organizing what events the members see fit.
c. Should the City come under attack, the Vesper Council shall provide for the defense of the City. Each member guild is obligated and required to provide troops for this purpose in the event of an attack.
d. Provisions may be added to this treaty on the basis of a unanimous vote. Provisions added shall not alter the fundamental character of the Council as supportive of the Virtues.
iv) Council Meetings:
a. The Council will meet regularly, preferably weekly, at a day and time convenient to the members.
b. Each member guild shall choose two representatives, with voting authority, to represent their guild as a primary and alternate representative.
c. Each member guild will have one vote.
d. The Council will be overseen by a chairperson, responsible for running each meeting and determining whether or not the meeting will be private or public. Each member guild will hold the chair in a rotation sequence for a term of one month. The current sequence is 1-KOS 2 G|V.
e. Any member guild’s representatives may introduce topics for discussion or vote at the meeting. |

Alex walked into Citadel after a long day of hunting it had been weeks since he had felt himself. The illness seemed to be gone and he was happy about that. As he walked upstairs to the dinning hall he was met by his Squire and handed a parchment. Alex unrolled the parchment and began to read its contains. Alex smiled and folded the letter back up. "Well the princess will be glad to see this he said to his squire as he handed the letter back to him." He then gave the young lad strict instructions to make sure Princess Lia and all the council members saw the treaty. He then turned and walked to the third floor to his private chambers with a smile on his face knowing for certain that Vesper would be a more secure city in the near future. _________________ Ser Derek uth Matar |

As I walked into the Citadel Lord Alex's Squire handed me a rolled up parchment. I thank him and opened th parchment began to read it.
Dear Arcana,
I have read thy treaty and wish to speak with ye as soon to discuss the matters at hand. The treaty looks very well thought out and written I look forward to our soon to be next meeting
