Dear Umbrans,

It has come to the attention of the Matriarchy, that some nations are unwilling to embrace different races. However not so in Umbra. We will accept any race that pledges fealty to the Arch Matriarch Ceinwyn and upholds the laws of our realm.

The recent decree on the genocide and destruction of Lycans may cause a mass influx of those to our realm. Let me assure you that not all Lycans are mad disease ridden beasts but a race with powers not well understood. I your Matriarch, Merci, vouch for the safety of all kinds I will protect those who have sworn loyalty to umbra and follow the rules of the land.

To stop the unwanted spread and anger at this gift being forced upon unworthy people I must ask that no Lycan within our borders bite or transmit the gift without the acknowledged consent of the bitee. Furthermore anyone doing so shall be taken into custody for treason for acting against the will of the Matriarch.
