The Baron completed reading the findings report and then prepared a letter. He then made copies for all members of the Regency Council:
"Lord Regent Porthos, and noble Councilors,
A network of informants, which is rather vast, comprising over a hundred highly educated men and women from all over Sosaria, have made a report to me that I wish to pass on to you. I demanded that they be completely thorough and judicious in their examinations. To ensure that they would perform in that manner, I contracted them via a third party who did not, and does not, know me. I did this lest they falsify a report, creating that which is desired by their employer rather than being objective and truthful. They were paid well regardless of their findings, in any event.
Foremost in their findings is an utter and complete refutation of any and all claims by critics of your regime that the populace is not happy with the way things are being run by you and the Council. In short, there is no discontentedness among the people at large. They only find evidence of nobles and leaders who have recruited criminal elements to fill their various meetings and events, being mere yes-men who would, for a greater bag of coin, quite readily defect to the highest bidder.
It is also quite evident that more than a few of those who are and have been opposed to the Regency under your direction, have fallen for this, or fallen in line with it, no doubt seeking to profit by it. It is clear that at least some of them are using it as a means to further their own agendas at the expense of the Regency.
We may view this rebellion as only a small percentage of nobles who are quite willing to extend and enhance their prestige and power, or else who are completely deceived, being victims of their own delusions of grandeur.
It is my suggestion that we, henceforth, regard any word of this "rebellion" or "new Regency" or "League of Nations" or whatever it may be called as nothing more than the whimper of a few malcontents and enemies bent on undermining the Regency. I also suggest that a record of names be kept of those who are presently promoting it, who refuse to denounce it, and that it be used as a basis for our dealings with them in the future.
A second objective was to determine the needs of Loyalist cities and towns. I will send that report to you shortly.
